I suppose you're trying to make a fake Pokémon then? *forces you to nod* Well, there's a bunch of factors you need to count in when you make their movepools. More accurately, when it learns insert-attack-here.
First of all, identify your Pokémon's category. Is it something you can hatch from an egg, is it a second evolution, is it a standalone, what? An evolving Pokémon you can hatch, like, for example... Squirtle, almost never has more than 8 moves total that it can learn naturally unless its evolutions have the exact same natural movepool.. To continue with the Squirtle example, in Red/Blue/Yellow, it learns 8 moves. However, after Gold/Silver/Crystal, it learns up to 11 moves, which is normally way too many, but it's a Kanto Pokemon. Generally, if the Pokemon has been around for multiple generations, it learns a few more moves, so you may want to keep that in mind for if you stick with your fakes long enough to make a sequel. But somehow, I donét think that's about to happen.
Legendary Pokémon, while all standalones, fit a different pattern. They will usually learn up to 10 moves if they are in a trio, and if they're a "super legendary", ie, Groudon, they'll usually learn 11 different moves. Exceptions include Mew, which learns 6, and Deoxys in any of its forms((12 for Fire Red, Ruby/Sapphire, and Emerald, 14 for Leaf Green)). I highly recommend staying away from Pokémon with different forms like Deoxys. Really. They're more trouble than it's worth.
Second stage and standalones both learn generally up to 10 moves, and sometimes 11, but usually ten. As with the Squirtle line, if the evolution chain learns the same moves throughout, you count it with the final stage, but they’re an exception, not the rule.
Third stage Pokémon, like Dustox, Charizard, and Blaziken, usually learn 12 moves. There's some exceptions, like Blaziken learning 13 moves, but it's generally up to 12. There's enough 13 move Pokemon that there's almost no chance of anyone getting on your case if you break that rule, but don't go over 13. That's slaying the metagame, and there is enough of that already.
Also, Pokémon usually learn moves in a specific pattern. Pikachu learns two moves at level 1, learns tail whip at 6, learns thunder wave at 8, and continues learning a move in the same pattern. So 1-2-3-4-5-6-7-8-9. Other Pokemon learn moves in other patterns, like Mew learns a move every ten levels. This part is picking a pattern and assigning each move to a level.

Okay, so you have your ideal moveset. Now it’s time to choose your types. I know generally people tell you to pick a type then pick a moveset, but in this guide, it’s the other way around. There is a reason for that. If you have an idea for a Pokémon, say a hedgehog(Sandshrew is an armadillo and Sandslash is a pangolin), then you could think of good attacks for it, then base its type off of that. There are no Pokemon in existance that it is impossible to hit supereffectively, so remember that. Sableye could be hurt by foresight/odor sleuth, and a fighting move, so Sableye doesn't count. Therefor, you couldn't have an Electric type with levitate. Also, think of your ability around now. Abilities go with types like stats do. Therefor, you cannot have a fire type with water absorb.

The second to last part of your job of making a fake Pokemon is get an appearance for it. If, let’s say, you are making a fire type lion, what bits could easily look like a fire type? You could make a fire mane, make the tail tip be on fire, and colour it orange.
There.
Fire lion.
Wow.
And you even managed to rip off of Nanaki from Final Fantasy VII at the exact same time. Good job.
Pick a colour that complements the design, and give it alterations that help make it fit.

So now you have all of this, what will it be named? For a tier-1 name, try something like Flamion for a fire lion. Tier-2 are generally more complex. Gloom is an example of tier-2. Tier-3 are the sorts of names that are genius, like Mew. Aim for tier-3.
